Mutants and Masterminds is a comparative latecomer to the world of superhero gaming, and is based on the Open Game License system, most often seen in fantasy RPGs etc. The system is not completely compatible with other Open Game License games, characters tend to be a lot more powerful than those in other systems. Unusually for these bundles, the basic game system is not part of the package, what you're being offered is what's generally known as "splatbooks"; collections of characters, settings, and extra rules.
Misfit Studios, Rogue Genius Games, and Vigilance Press for the 2011 Third Edition of Mutants & Masterminds, The World's Greatest Superhero RPG from Green Ronin Publishing. Published under Green Ronin's "Super-Powered by M&M" open licensing program, these supplements expand the rules and present hundreds of new heroes, villains, and creatures for any superheroic M&M campaign.

I think I'll have to stay neutral on this one - it looks like you get a lot for your money, whether it's actually useful needs to be determined by someone who actually runs the game, and that isn't me.
