Elvis, The Legendary Tours

Question for artists:

Although it's way too early to tell if the Diana: Warrior Princess PDF is a success I've decided to make a start on the Elvis: The Legendary Tours sourcebook - I have a lot of it already in note form, scenario outlines, etc., and it's probably a good idea to launch any follow-up as soon as possible.

Since I'm not going to be able to do my own art - I'm crap at original artwork - it'll have to be commissioned. My initial idea was to put in placeholders - e.g. just a picture saying "insert Elvis picture here" - and work out the layout as I type it, then send the completed draft to the artist and say "this is what I want", but I think that this might stifle creativity by e.g. imposing a picture format the artist dislikes. The alternative is presumably to send the manuscript to the artist and say "I'd like pictures for the following characters and scenes, and anything else you think might be cool", and work out the formatting afterwards.

Presumably some of you have done things like this - what seems to work best?
